CPTR-241 Homework #15 for Wednesday 2/21/18
The goal of this assignment is to explore thread communication
that uses the notify() and wait() methods which all objects
inherit from the Object class. Read about these methods and
their use on pages 396 to 400 and walk through the ThreadCom
program which defines and uses the TickTock class.
Modify the TickTock class so that elapsed time, in seconds,
is displayed. The output might look something like this:

where the number is printed by the tock method and the
period by tick. ( Note: If your routine displays zero
the first time tick runs that is ok.)
